With the development of information technology, cloud computing, big data and technologies, the Internet has been comprehensively integrated into public life and it has been influencing people’s opinions. In this context, Government portal websites on the Internet represent the Government "voice", also play an increasingly important role. How to implement Internet+government affairs? How does the government provide the community and the public with convenient, informative, practical public services by the Internet? All the above questions are the important issues of constructing a service-oriented government.Government portal websites, as an important platform for public services provided by the Government, is the primary way of the Government information disclosure, online service, in administration-civilian interaction. Strengthening the construction of Government portal website and enhancing the level of public services for the portal site, are important ways of constructing service-oriented government. In the research process on local government websites in Hainan, we found that most of Chinese government Web sites research is primarily focused on technology and information. However, research on service capacity building is can be rarely found. Based on the perspective of service-oriented government, combined with the customer-oriented theory and analysis of theoretical and practical dimensions, this thesis attempts to study the Hainan local government website construction case to summary the current problems existing in the construction of the local government portal websites. By analyzing the experiences of foreign government portal website construction, we provide advices on local government online service process optimization and suggestions for improvement focusing on the current problems.
