Research On Portal Website Management From The Perspective Of Service-oriented Government In Jinan City

As the significant measure and methods to strengthen the government’s public service function and improve the management of the government, the e-government had to be with the revolution in conditions:information industry raging like a storm tide, speed of network upgrading, mobile internet being everywhere, cloud computing and the big data. New technologies continue to emerge and change and affect people’s way of living and thinking. In this trend, as the wind vane of e-government’s level, the government portal website had greatly changed the government management method. It is becoming a important window and platform, even a feasible way to the construction and the service-oriented government for a municipal government to make government affairs public, provide services online and interact between government and civilians.As the significant carrier and leading project of e-government, the government portal website is the major way and unified platform for making government affairs public、 providing service online and making the government civilian interaction. Strengthening the construction of government portal website, and enhancing the level of public service, is the inevitable requirement and method of constructing the service-oriented government. There are several problems that need to be clear and to make a specific research, particularly how to build a local government portal website in Jinan, although we have plenty of theoretic achievements made by scholars at home and abroad about the service-oriented government and the government portal website.The research which based on the perspective of building service-oriented government, make a theoretical and empirical analysis, combining with the new public management theory. It focuses on the matters which will encounter in the progress of Jinan government portal website’s construction, management and operation, so that it can establish the theoretical basis for building the government online that satisfy the people.
