Research On Organization Information Of The Balanced Scorecard

As China has entered into the globalization and information technology age duringthe period of social transformation, we are facing an increasingly complex environmentand new challenges. The focus of our public sector gradually transits into the futuredevelopment of management of the organization. Therefore, it is a basic trend tointroduce the modern management experience, principles and technical methods toachieve the transition from the traditional administrative mode to the modern publicmanagement model in the21st century. Gradually become effective tool for informationmanagement in modern organizations, the information systems play an increasinglyimportant role in modern organizational management as well as increasing theorganizational competitiveness in recent years. On the other hand, the development andapplication of information systems, which concentrate on the effective integration andoptimization, especially on strategic information resources, have an important impact onthe choice of organization modes. Thus, our government is in an urgent need to realizethe scientific way of development and to enhance the capacity of strategic management.In this era, the development of the informationhas brought opportunities andchallenges to the public security information technology as well. The Golden ShieldProject, which is also known as public security information technology projects,requiresto buildup an information systems to adapt to the operationsof public security,and to make fast process and right judgment in order to achieve a timely and forcefulblow to various criminal activities and a dynamic management of the social order. Thepublic security information construction has achieved leapfrog development, and a largeamount of information application systemshave been set up by local public securitydepartments. How to evaluate the degree of organizational information construction andthe advantages and disadvantages of these systems becomes a major issue in front of us. Based on the information systems theory, the author of this thesis reviews andsummarizes the development and evaluation of information technology of domestic andinternational public sector organizations, describes the status quoof the informationoffice platform in Jiangsu Province and Suzhou Municipal Public Security Bureau andconcluded the indexes of public security information technology evaluation through theBalanced Scorecard theory, thus combining the information system with the strategyand business processof the organization, which links the evaluation management systemwith its mission and strategy of the government closely.
