The Research Of The System Of Transitional Community Governance

The transitional community is generated in the double promotion of urbanizationwave and local governments, it is also the result of the expansion of modern cities torural areas, so it not only retains the traditional essence of rural communities, but alsoincreasing with the modern urbanity, and along with the dual social characteristics ofurban and rural areas, having the obvious transitional characteristics. However, thisspecific transitional state complicates the community-related aspects, and it causes aseries of political and social issues, which creates brand-new challenges for the buildingand governance of communities that differ from the previous governance of rural areasor urban communities. To carry out research on transitional communities and theirgovernance system for exploring the path suitable for the transitional communitygovernance, promoting building and development of transitional community, has theimportant theoretical value and practical significance.Based on the former research, the essay firstly defines the related connotation oftransitional community governance and expounds these relevant theories, as Boudieu’stheory of fields, the theory of the change of the focus of government function structure,the theory of good governance and the theory of civil society, then setting these as astarting point of research, then takes the transitional community of the street of Shengpuof Suzhou Industrial Park as a typical case, and adopts the methods of questionnaire andinterview to investigate the practice effectiveness and problems and constrains as wellas the development of path of the transitional community governance. Findings of theresearch are as follows: Transitional community in the organizational structure,democratic supervision, governance relationship and public services has been made of the effectiveness of the practice, and constantly trying to explore new mode ofgovernance in practical exploration. But, due to the influence of the traditional systemof “big government, small community”, the deviation of the laws and regulations in theconstruction and the collapse of acquaintance society, Transitional community stillexists a series of problems, such as the single main body of community governance, theautonomy of community residents’ committee representational, scarcity of social capital,deficiency of identity integration, predicament of the collective economic as well as the“involution” trend of community governance. To eliminate the impact of these problemsand constraints, it’s claim to achieve cooperation and co-governance by the Party,governance body of government, community residents’ committee, non-governmentalorganizations and community residents.
