Residents' Participation In Transitional Community Governance

With the advancement of China's urbanization process,the transformation and development of rural communities into urban communities has become inevitable.As a transitional community in the middle transformation stage,it has emerged as the times require.The transitional community is a combination of rural and urban communities.It has both the governance of the general urban community and the traditional customs and norms of the original rural community.As a cell of urban society,the transitional community as a micro-unit of state governance,full democratic construction,and active and effective participation of residents are prerequisites for promoting the good governance of urban grassroots democracy and even the good functioning of state-society democracy.However,in the practice of concrete transitional community democracy construction,there is often a situation in which community residents are passively involved.The effectiveness of residents' participation in community governance is the result of a combination of various reasons:first,the bureaucratic nature of grassroots political power;second,the strategic cooperative behavior of social organizations;third,the stock of social capital in the community;The degree of technicalization of community public affairs.The practical reasons for these four aspects have largely restricted the process of democratic construction in transitional communities.This paper selects the W community in Suzhou as a case community to conduct field investigation,track the specific community construction practice process of the case study community,analyze the residents' willingness and behavior,and dig deep into the reasons and motivation behind it,and provide reference for improving residents' participation.Specifically,this article will be divided into six parts for discussion.The first part,the introduction.It mainly introduces the background and significance of this topic,the related research summary,the research ideas and research methods of this paper,the main innovations and shortcomings of this paper.The second part,the theoretical review and the definition of the core concept.The text combs three theories closely related to this research,namely,governance theory,social capital theory,and citizen participation ladder theory,and refines three core concepts that help to understand and analyze the participation of transitional community residents,namely transitional Community,community governance,and residents'participation.The third part is the status quo of residents participating in transitional community governance.This part firstly reviews the current situation of the governance of transitional communities in China,and then analyzes the specific cases,analyzes the specific participation intention and behavioral deviation of residents,and analyzes the behavior logic behind residents' participation.The fourth part is the analysis of the reasons for the negative participation of residents.The negative participation of residents is the result of various aspects.This chapter describes the macro-governance methods of grassroots political power,the participation of social organizations,the social capital stock of the community and the technical level of community public affairs.The impact of participating in community governance.The fifth part explores the path of improving residents' participation in governance.In view of the behavior and reasons of the above-mentioned negative participation of residents,this chapter will propose the corresponding optimization path in a targeted way,that is,transform the concept of community governance,practice multi-subject cooperation and governance;improve political and social cooperation,and regulate social forces to participate in transitional Community governance;optimize community public space construction,build positive community social capital;strengthen publicity and guidance,and enhance residents' participation ability and participation qualityThe sixth part,conclusions and prospects.Resident participation is the core content of transitional community democracy construction.How to promote and enhance the quality and effectiveness of residents' participation in community governance and stimulate residents' initiative,enthusiasm and creativity will be the key to the benign operation of grassroots democracy.
