A Study On Rule By Law And The Legal Belief Of Leading Cadres

Since1996,the rule of law was established as the basic state policy, our socialist legal construction reaped rich achievements, a series of new laws and regulations marks socialist legal system with chinese characteristics was basically formed. China’s current rule-by-law progress not only need a comprehensive legal system,and need to all citizens obey the law,need to all of us be loyal and faith to law. As national administrative power executives, public affairs manager, economic development innovator, market rule makers and the people’s interests, leading cadres are defenders of constructing legal society. So how to cultivate leading cadres’ law belief is the key element of legal society. However, the reality is that there is no proper legal belief in leading cadres, and the situation is very dangerous for the legal construction. It’s one of the most important hindrances for out legal construction pross. On the basis of above paragraphs, Ⅰ write my paper with four chapter. In the chapter I as the breakthrough point, I analyze the legal meaning and the Characteristics of both legal belief and legal belief in leading cadres, compare the different between leading cadres’ law-abiding consciousness and belief of law, and interpret cultivating of legal belief has a great significance for building the market economy, democracy, ruling by law in society and improving the international competitiveness. Chapter Ⅱ will through examples, data and other methods to prove about China’s leading cadres absence of legal belief. Chapter Ⅲ will focus on analyzing the shortcomings of reason about the absence of legal belief. The absence of the legal belief are divided into two sides:historic reasons and practical reasons. In the chapter Ⅳ, Ⅰ mainly point out several measures about cultivating of legal belief. Including legal consciousness, legal emotion, legal thinking and external environment, etc. The purpose of the thesis is to be some use for reference to the building of legal faith in out present society in our country.
