The Research On Managing Network Public Opinion Crisis Of Chinese Government

As the rapid development of internet,'internet' has become an indispensible part of people's daily life, since it expands their living space, provides an important platform for the public communication, expression of willingness, and the exchanges between the public and organizations. Network public opinion develops as a result. When the public opinions cannot be persuaded or defused in time, internet public opinion emergency would be on the verge of breaking out. Series of negative effects would also happen in the following. Government, as the provider and manager of public service, should dedicate to the prevention and governance of internet public opinion emergency. Hence, the problems of how to make scientific regulation, reduce the negative effects of the emergency, and establish effective internet public opinion need prompt solution by the government. The thesis tries to define the internet public opinion emergency, analyze the generation process and its features, divide the internet public opinion emergency into five stages, which are latency, evolution, outbreak, climax, and recession, provide principle to respond to internet public opinion emergency, and come up with governance mechanism aiming at different stages. Hopefully, the thesis could provide reference to government when facing internet public opinion emergency, enhance their ability to deal with such kind of new emergency, and strengthen the government credibility.The thesis discusses the government internet public opinion emergency management mechanism in the following five parts:The first part is introduction. It is about the basis and significance of the dissertation, the current studies of internet public opinion emergency management home and abroad, and the research method and structure of the thesis.The second part is theoretical basis. Firstly, the definition of internet public opinion emergency of will be inferred through the basic definition of internet media and emergency. After that, the features of the internet public opinion emergency will be concluded. Finally, as the raising up of five stages, the double effects of internet public opinion emergency will be analyzed.The third part is case study. Take the public opinion emergency happened in '7·23 Yong-wen line extraordinary serious train accident' as an example, make analysis and reconsideration.The fourth part is suggestion, which is the major part. Firstly, three governance principles will be raised, and then five government mechanisms will be put up based on the development circle.The fifth part is conclusion. Based on the analysis in the previous parts, the central opinion and main ideas of the thesis will be summarized and the insufficiency of the thesis will also be pointed out.
