In the new media era,the network has become the most important gathering place for public opinion.Network public opinion covers a wide range of fields and spreads quickly.It brings opportunities to local government governance and also generates certain crises.How to effectively respond to online public opinion has become an important manifestation of local government governance capacity.Taking the "T Hitting Event" as a case study,this paper puts forward suggestions on how to optimize the management measures of local governments to deal with online public opinion crisis in the context of the new media era.First,we sorted out the development stage of online public opinion of the event and the response of T government to online public opinion,and then analyzed the shortcomings and reasons of the response measures,and then proposed corresponding phased optimization measures according to PPRR model pre crisis prevention,pre crisis preparation,response in the crisis outbreak period,and recovery in the crisis end period.In the public opinion crisis of the T Hitting Incident,the local government had some problems to deal with.From the lack of thematic sensitivity in public opinion monitoring,inaccurate grasp of the timeliness of public opinion early warning,the contradiction between the front and the back of the speech triggered public opinion questions,and prevented reporters from deepening the crisis of trust,to the public opinion crisis outbreak period,the local government did not respond to public opinion concerns in a timely manner,did not actively guide the direction of public opinion,and then to the recovery period,the special action led to questions without end,and the rumor processing ban was weak.The reasons for the problems also exist in some local governments.The public opinion crisis is doomed due to the lack of crisis awareness in public opinion monitoring,the lack of new media literacy of public officials,and the lack of emergency response capacity;The communication mechanism between the people and the government is not smooth,and the government’s ability to channel public opinion is insufficient,leading to the crisis response;The lack of attention to the aftermath of the public opinion crisis and the imperfect laws and regulations on network public opinion led to the resurgence of the public opinion crisis.According to the problems,corresponding optimization measures are proposed.The pre crisis prevention stage is guided by the responsive government theory.The government should be people-oriented,service-oriented,improve the professional quality of staff,enhance the government’s ability to use new media,unify network ideology through cooperative governance,and build an efficient urban modern governance system.In the pre crisis preparation stage,formulate an emergency response plan for online public opinion,strengthen online public opinion monitoring,timely warn of public opinion crisis,and build a professional public opinion crisis response team.During the crisis outbreak period,the response requires the government to actively,fully and as soon as possible communicate with the media,strengthen cooperation with the media,weaken offensive issues,avoid "public opinion riding",and achieve interaction between various functional departments of the government.During the recovery period after the crisis,we should pay attention to image restoration and summarize experience and lessons.Based on the image restoration theory,we should deal with entities,empathize with emotions,express apologies,and spread positive energy.At the same time,we should improve the laws and regulations of We Media. |
