Dongcheng District, Beijing as a precedent, popularized across the country quickly. The grid management in urban community is not the application of new technologies simply, but based on the integration of resources and the technology as a link, to achieve the urban management innovation through business process reengineering. This new management model for improving grass-roots government public services and social management capacity、deepen the reform of the socialist market system has a profound effect.After the18th CPC National Congress, the construction of new urbanization become an important task for China’s long-term future, So it is imperative to actively push into the grass-roots government management innovation. On the basis of previous studies, this paper based on the level of grassroots government, combining with the major issue about the innovation of social management, and select lucheng town as the research object, focus on the background of the implementation of its grid managements the implementation of process、overall structure and the possible problems in the implementation process, and propose appropriate measures on these potential problems.
