The Investigation Of Zhenhai Cadre’s Number And Structural Changes In1949-1965

According to the files of Zhenhai County, this paper analyses the number and structure of cadres from1949to1965at county level. At the same time, this paper discusses the features of grass-roots regime and contingent of cadres in Mao’s era. In the early days of founding, lacking of cadres troubled the Communist Party of China. The Communist Party of China through this problem by southward cadres and military cadres. And a large number of local cadres are promoted to manage the country. However, with the success in socialist transformation and economic recovery, the contingent of cadres and the structure of government became so bloated that need to streamline of agencies. From1949to1965, Zhenhai County had tried many times to streamline the agencies and persons. But the reforms always cannot get away from the strange circle of cutting and expanding.
