Research On The Government Affairs Information Submission Mode Of The Puyang Land And Resources Bureau In Henan Province

Government affairs information refers to the information coming from routinetasks of the Party committees and governments at all levels, which used to exchangeamong or out of the organizations. Based on the bulletin released by the He’nanProvincial Department of Land and Resources to its lower levels, this article exploreson optimizing the administration affairs information of the land and resourcesdepartments, so as to top the ranking of government affairs information adoption.The administration information affairs are closely related to governmentinformation publicity, administration affairs publicity, e-government, portalconstruction, and confidential document. Therefore, the efficiency and adoption ratelike the "barometer" and "precaution device", which ensuring the administrativeefficiency and sound operation among the land and resources departments.Taking government information as a main publicity approach, Puyang MunicipalBureau of Land and Resources has attached much attention to it. As a result, thebureau has submitted more information to the higher level year by year, meanwhilemore information has been adopted. Thanks to the high attention from leaders of alllevels and higher quality of staff, the ranking of Puyang Municipal Bureau of Landand Resources has been raised in the communique released by He’nan ProvincialDepartment of Land and Resources. However, restricted by the backwardmanagement mechanism, shortage of professionals, lack of scientific statistics andother reasons, Puyang still lags behind Jiaozuo Municipal Bureau of Land andResources which is an advanced organization in the land and resources system ofHe’nan province.In order to enhance the submission ability and adoption rate of governmentaffairs information, and optimize its operation mechanism and working pattern, weneed to take various measures.Firstly, this article checks the whole working process of government affairsinformation management from submission.(such as collection, selection, composition,approval, submission, storage, statistics and etc.) Secondly, it organizes modules under systemic analysis and explore the causes.Finally, it summarizes several good proposals on doing government affairsinformation work. To optimize the whole working process of government affairsinformation, we need to enlarge information sources, upgrade network, and strengthenthe construction of personnel.
