The Research On The Management Of Juvenile Prisoners

Nowadays, the juvenile crime has become one of the three majorsocial problems in the world which includes environmental pollutionand drug dealing. As we all know, the healthy growth of teenagersconcerns not only their own futures, but the stability of our society aswell. So the task of how to manage juvenile crime and reduce therecidivism rate efficiently is urgent for the whole society, whichmeans all the areas of our society and our government are supposed topay high attention to it. Accordingly, our government has issuedseveral policies on the prevention of juvenile crimes and madestandardized management towards this social problem on thelegislative level. Meanwhile, a large number of specialists on thisfield have been trained. In1980th, central government established thefundamental guideline that we should solve the juvenile crimes bycomprehensive means. And in1990th, the government issued ThePeople’s Republic of China Law on the Protection of Minors, ThePeople’s Republic of China on Prevention of Juvenile Delinquency Actetc, which provides the actions of protecting teenagers and thepreventing crimes with a powerful legal weapon.Based on the researches and investigations of prisoners in the InnerMongolia Minor Criminal Reeducation Institution, the paper analyzesthe present management situation of juvenile criminals in the InnerMongolia area under the angle of public management and penology.Furthermore, after stating the problems and expounding the reasons,the paper puts forth some suggestions on how to improve themanagement of juvenile criminals through scientific methods, whichis of great help to form a harmonious society. Totally, this paper isdivided into four parts: in the first part, some concepts of penologyand its application are stated. This part is mainly focused on penology and its development, as well as the socialist penology and itsapplication, which lays the foundation of the following parts; in thesecond part, the problems in the management of juvenile criminals inthe Inner Mongolia area are stated. They are analyzed in four aspects:the ways of reeducation, the construction of facilities in prisons, thenational features and the managers’ team building; in the third part,the problems in the second part are analyzed; and in the fourth part,some suggestions are stated. This paper adopts the“problems—reasons—measures” method and puts forth somesuggestions on improving management of the minority juvenileprisoners, which aims to improving the management in our InnerMongolia area.
