The Research On Huyu Township Party Committee Secretary By Public Recommendation And Direct Election

From 1980,Deng Xiaoping mading a speech entitled "Re form of Party and State Leadership System" at the enlarged meeting of the Political Bureau of the CPC(Communist Party of China)Central Committee,to 2002 the CPC Central Committee proposing that inner-party democracy is the life of the Party,and to 2012 the CPC Central Committee proposing to develop inner-party democracy actively and enhance the party's creativity in the 18th CPC National Congress,more than 30 years exploration of theory and practice,we have gone out of the way of political development system with the inner-party democracy driving the people's democracy.Inner-party democracy at the grassroots level as the foundation of inner-party democracy,it is related to the enforcement of party member's political rights and the assurance of politic interest directly.Township Party Committee Secretary as the township grassroots leadership,the generation way of the secretary is related to the quality and efficiency of service that the grassroots party committee provides for people directly.It is a significant breakthrough and innovation by the public recommendation and direct election way to produce the township Party Committee Secretary.Huyu Township,as one of the four reform experimentations in Shanxi Province,which first produced the township Party Committee Secretary by public recommendation and direct election,combined the universality with particularity of the reform of inner-party democracy at the grassroots level,and had some theoretical value and practical significance on the study of its election procedure and implementation effect.This paper mainly takes Party Committee Secretary by public recommendation and direct election in Huyu Township of Shanxi Province in 2010 as the research object,studies the procedure and effect of the election after five years,summarizes its characteristic,analyzes the acceptance of public recommendation and direct election and traditional election,finds some problems in the process of election and practical effect,and puts forward corresponding countermeasures and suggestions according to the actual situation.This paper mainly consists of the following five parts:Part one,the purpose,significance,research methods and the current academic research status of the article are expounded from the whole.Part two,the relevant theory of the direct election of the township Party Committee Secretary.Part three,the practice situation about the direct election in Huyu Township.Part four,dealing with the questionnaire.Part five,putting forward the corresponding suggestions for a series of problems in the process of direct election.
