The ideological and political education function is the existing basis and essential external performance of ideological and political education, mainly embodied in two aspects: one is the individual function, namely to promote individual’s free and overall development; On the other hand is social function, namely to promote the all-round development of society. To research how the function of colleges’ideological and political education is played is important segment of the research from theory to practice. From the system theory viewpoint, ideological and political education of colleges is the complete system engineering, and its function mainly decided by the system fundamental elements and system environment. Xinjiang colleges are the unit in our national colleges, it is universal, but there are many area sentiment characteristics about the ideological and political education of Xinjiang colleges. To clarify the function condition of Xinjiang colleges’ideological and political education, and to explore maximum ways and methods to achieve its function, are of vital importance, since which are closely related with the extremely vital significant programs, which are to construct the harmonious campus, Cultivating high-quality talents for Frontier construction, and to realize the Xinjiang frontier great-leap-forward development and stability.In this paper, focus on the basic theory of ideological and political education function, through the exploration of ideological and political education in Xinjiang colleges, to seek the maximize countermeasures which fulfill the function of ideological and political education of xinjiang colleges. Article is made up of four parts. The first part is introduction, in which to analyze the topic selection basis and purpose, research status of inland and abroad, the research ideas, methods, difficulty and innovations. In the second part, analysis the basic theory of ideological and political education function, and then to discusses the realistic subject why it should full play the ideological and political education function in the present situation. In the third part, carry out investigation to know Xinjiang college students’ ideological and political quality and the work situation about ideological and political education. And then through the analysis concluded that there were obtaining great achievements on ideological and political education both in theoretical education and practical education in Xinjiang colleges, but there still are some weak links and deficiencies. At last, through the analysis of causes sum up the restricting factors for which the function of ideological and political education in Xinjiang does not be played the roles fully. In the fourth part, According to the objective reality that the overall function of ideological and political education in Xinjiang colleges didn’t be played the roles as well as what it should be, to explore effective methods to optimize the system environment and improve system performance of the basic factors, In short put forward feasible countermeasures which can be used to maximize the function of ideological and political education in Xinjiang colleges.
