A Study On The Dilemma Of The Normalization Of Voluntary Service For The Elderly In Community

With the further deepening of China’s aging population and the further expansion of the scale of the elderly population in urban communities,the pension problem has not only become a family problem,but also a social problem,which is very important to maintain social harmony and stability."Time bank",as a new model for the normalization of community pension voluntary service,effectively alleviates the contradiction between supply and demand of the elderly and relives the pressure from multiple parties.Community volunteer service "the time bank" aims to set up a kind of resource,cross-regional old-age support patterns of young to the old way by providing services,access to the volunteer service time,and will be "service time" as a "currency" time deposit "the time bank",by the time the need to "the time bank" for the "endowment service",The mutual transformation of "time currency,service duration and pension service" is conducive to the "redistribution" of idle resources in society.At present,although a lot of attempts have been made in many places in China,the development of "time bank" is still in the exploratory stage,and the "time bank" in various places is also more localized,showing different operating states.This paper takes the "time bank" of community pension voluntary service in N city as an example to discuss the new development path of the normalization of community pension voluntary service.From the perspectives of social exchange theory,welfare pluralism and incentive theory,three main modes of "time bank" in N city are analyzed: Government models,pension institution,social organization mode field investigation and in-depth analysis of the community volunteer service "the time bank" operating mechanism and the running effect,from the exchange,platform,difficulty,effects,and the tension between system and project operation difficulty four aspects analyzes the "the time bank" running trouble,From the aspects of policy and cultivation of volunteer spirit of resource sharing,the paper analyzes the reasons that affect the normal operation of "time bank" of community pension volunteer service.After analysis,it is necessary for the government,social resources and the community to make the "time bank" of community pension voluntary service run normally.And put forward the "time bank" normal development path:first,policies and regulations,strengthen the institutional guarantee,to build macro policies and regulations;Strengthen top-level design and build a systematic management model.Second,professional construction,strengthen professional and intelligent platform construction;Strengthen the construction of professional personnel and operation management.The third is to build a diversified participation pattern,expand the main body of service,and try to attract young volunteer groups;We will expand funding sources and increase project support.Fourth,cultivate volunteer spirit,strengthen community volunteer incentive,stimulate endogenous power;Establish a regular cultivation system to improve public recognition.Thus,the "time bank" of community pension voluntary service will be normalized.
