The Financial Research Of Economical Universities

Compared with other countries, China has a small amount of per-capita resources.Building the economical society is the inherent requirement for practicing scientificdevelopment theory, the important part of building a socialist harmonious society, and alsothe important composition in the construction of a well-off society. The construction ofeconomical society was the only way to achieve our sustainable development strategy.Building thrifty universities and colleges is an important part for building thrifty society.With the rapid expansion of university enrollment, more resources are needed. However, ourChinese educational investment is too insufficiency to satisfy the demand of the universities’development. To alleviate capital insecurity state, increasing lending capacity is an optionalmethod. But this method makes many universities depend on borrowing overly. However,through constructing economical universities, universities can increase the service efficiencyof funds and ease the financial strain to achieve sustainable development.The notion of saving has a long history in China. Though it is often mentioned by theadministrators of universities and researchers, the waste is still very serious. Energy waste,idle teaching facilities and the waste of “three consumption” erode the limited educationalresources. In investment activities, the corruption has been occurring and invisible humanresources waste is more and more serious. One reason of the existing problem is thatconstructing economical universities exists in the realm of ideology, and the other reason isthat administrative management means are not scientific. In order to make it operational toconstruct the economical universities we try to research it from financial perspective.First, this paper discusses the background of financial research of economicaluniversities, analyses the situation of relevant studies at home and abroad and points theproblems that need further study, after that, this paper obtains the theoretical and practicalvalue; second, this paper describes the theoretical basis of financial research of economicaluniversity from the perspective of the agency theory, the public product theory and economytheory, and on this basis, the related concepts about economical universities and its financialconstruction are defined; later, this paper analyses the problems exited in the process ofconstructing economical universities and its cause. Drawing on useful experience ofdomestic and international universities and other departments, the article tries to build a financial system of economical universities, which contains thought construction,development strategy, performance evaluation system, budget management, internal controland financial disclosure; last, taking Z university for example to explain how the financialmethods work in the construction of economical universities.
