University Science Park is a kind of special science and technology businessincubator, which was mainly founded on basis of one or more research-orienteduniversities and gathered the university knowledge, talent, information and findings ofscientific research resources. University Science Park has important significance in theadjustment of industrial structure, upgrading of the industrial structure, promoting thenational economic growth and the construction of an innovative country.Since1989First University Science Park of Northeastern University has beenestablished in china, people pay a high attention to the hard strength development, andhardware facilities have been greatly improved. While the soft power has not yet gainedsufficient attention, development of soft power is insufficient, development of softpower behind the hard strength. To enhance the overall strength of University SciencePark, to realize the sustainable development, we should also take into account thehardware and soft power construction altogether. At present academia has been mademore fruitful research findings in University Science Park concept, function,mechanism, research, etc, but the relative lack of soft power studies. Therefore, thisarticle analyze from two aspects namely macroscopic layer and microscopic layer onthe soft power of University Science Park, and use literature analysis, depth interviewmethod, questionnaire method and the Analytical Hierarchy Process for the soft powersystem of University Science Park to analyze and construct.①To explain the research background and significance of University Science Park,describe the University Science Park development, concept and function, as well asanalyze the concept of soft power, characteristics of hard power and soft power relations,and define University Science Park soft power on the basis of the related concepts. Atthe same time, analyze theory of construction of University Science Park soft power,which includes the three element theory, growth pole theory, social network theory,seedbed theory.②Construct the macroscopic layer of University Science Park soft power system.1) The macroscopic layer consists of4levels,8main body, the main are: the StateCouncil, Ministry of Science and Technology, Ministry of education, Torch HighTechnology Industry Development Center, Science and Technology DevelopmentCenter and so on.2) Each subject were analyzed, and put forward the macroscopic layer construction strategy of University Science Park soft power system. a. Establish andimprove relevant laws and regulations of the University Science Park. b. Formulatescientific development strategy of soft power. c. Attach importance and strength to the softpower of understanding from thinking. d. Strengthen assessment of the UniversityScience Park soft power. e. Multilateral cooperation, common development.③Construct the microscopic layer of University Science Park soft power system.1)Microscopic layer consists of8dimensions,29indexes.2) Based on the microscopiclevel quantitative analysis shows: development strategy, the development of vision,leadership team organization and management capacity, the proportion of highereducation, service culture, brand culture are the important elements of the UniversityScience Park soft power.3) Based on the results of quantitative analysis, put forwardthe University Science Park soft power microscopic layer system construction strategy.a. To establish a scientific development concept. b. To strengthen the construction of theculture and human resources of the University Science Park. c. To Perfect financing andmanagement system. d. To coordinate University Science Park soft power factors.④On the basis of this study, Chongqing University Science Park soft powersystem has carried on the empirical analysis. Firstly, the basic situation and features ofChongqing University Science Park were introduced. Followed, by an analysis ofChongqing University Science Park soft power development, and put forward therelated strategy of the soft power construction based on the analysis.
