Education cost for each student is a base of constituting a standard. Type of university and level of running a school, difference of major, difference of location and economy, demand and aftertime revenue of postgraduate are main conditions of discrimination charging. Education input and subsidy of country are main gist of policy about charging. On analyzing of these factors'structure, make the quality changing to quantity possible. The 56 universities which set up the graduate school are chosen as the sample to train the model. According to compare , analyze and stat each factor of different universities, evaluate the finals with digitizing, and make the finals can be put into the Back-propagation Neutral Network to train and check up the model. We can get a math relationship between the factors and charge, the degree of influence is different. They are the following factors in turn: education cost for each student, difference of location and economy, university and level of running a school, difference of major, demand and aftertime revenue of postgraduate, education input and subsidy of country, and we can build a relatively reasonable tuition model. We also can analyze the proportion of each affecting factors definitely in order to have a definite object in view to solve the problems.
