The emergence of the financial crisis made the global economy into a dwindling state, all the countries need to find a new growth points to promote the economic development. In this critical time, the strategic emerging industry begins to emerging on the world stage to play its unique role, as the direction of technological innovation and industrial development. China also recognized the importance of the strategic emerging industries, and began to determine the future direction of the industrial development in order to accelerating the development of the strategic emerging industries. However, it is easy to overlook the development of the talents in this industry, even though we have made such a great effort to the development of this industry. If the talent can not be developed and utilized rationally, there is no industrial development.Firstly, this essay summarizes the research status at home and abroad about the strategic emerging industries, talent development and the talent development of the strategic emerging industries, thus, it can made us have an overall understanding of these three areas. Secondly, starting from the development of the industry’ talent, it defines the talent of this industry at first. In general, the talent includes two parts:high-level talents and high-skill talents. And then analysis the talent structure of the strategic emerging industry of Hunan province, including the present situation and the future demands of the talents. Thirdly, this essay reviews the main practice and achievements of the talent development about this industry, and puts forward some problems at the present stage, including lacking talent development mechanism, talent incentive mechanism, talent evaluation mechanisms and so on. Fourthly, it lists the main measures of the talents’development in foreign countries and the major domestic provinces, and learns from these measures. At last, it puts forward some countermeasures and suggestions from three levels, those are government, enterprise and school.The essay combines theoretical research and empirical research, and obtains the required data from reading literature, books, documents and the interviews.
