Baoan District of Shenzhen City is a major industrial district which started to develop comparatively early in Shenzhen city,with strong industrial base and economic strength;besides,it's also a district which developed strategic emerging industries comparatively early.But since 1980s when Shenzhen Special Economic Zone was established,Baoan District has mainly focused on the labor intensive economic mode,in which it accepts customers' materials for processing,accepts customers' samples for producing,assembles parts supplied by clients,and does compensation trade;therefore,it is in weak demand for high-level industrial talents,with the results that inadequate attention is paid to the introduction and cultivation of high-level talents,and that the problem of talents has become the bottleneck for the development of Baoan District as it develops emerging strategic industries,getting the industrial transformation into a predicament.Based on the above reasons,this paper takes the development of strategic emerging industry of Baoan District as the background,focuses on the Problems of the implementation of the talent policy,bases itself on a large amount of data analysis,adds field research,analyses the problems faced by Baoan District on the introduction and cultivation policies aimed at the talents in strategic emerging industries,tries to find the causes for the problems,and puts forward some optimizing measures and suggestions on the industrial talent policies.Except the introduction,the paper is divided into six chapters.In the first part,the paper describes the necessity of the making and implementing of the talent policies in strategic emerging industries.In the second part,the paper describes the measures taken by Baoan District on the talent policies in strategic emerging industries and the effects.In the third part,the paper analyses the problems faced by Baoan District and the corresponding causes in the implementation of the talent policies in strategic emerging industries.In the fourth part,the paper introduces the developed countries' and districts' experience on the implementation of the talent policies in strategic emerging industries,and concludes the enlightenment.In the fifth part,the paper puts forward some countermeasures and suggestions for the optimization of the talent policies in strategic emerging industries in Baoan District.The sixth part is a conclusion.This paper first lists the theoretical basis of and the practical demand for the introduction and cultivation of strategic emerging industries;next,the paper does a detailed analysis of the status in quo of the strategic emerging industries and the talent policies according to the research data on the talent in the strategic emerging industries in Baoan District,and then,through the analysis,the paper finds out the problems existing in the implementation of the talent policies in the strategic emerging industries in Baoan District and the corresponding causes.Afterwards,the paper lists the talent policies in developed countries and districts such as America,Japan and Hong Kong,summarizes the experience and the enlightenment for Baoan District to implement talent policies.Finally,the paper puts forward corresponding optimizing countermeasures,with an aim to promote the further perfection of the strategic emerging industries in Baoan District,and then to adapt to the development of the environment of human resources under the new situation.
