The National Stadium ("Bird’s Nest") Operation Status And Policy Research

Large public sports venues is an important part both to build public cultural service systemand the public sports service system,and also the critical infrastructure protection to provide publicsports services to meet the needs of the people’s health. With the development of the socialistpublic welfare, the development of sport is put forward as an affairs agenda. The operation of largepublic sports venues problem is concerned by all sorts of communities, especially after theOlympics leaving a large number of Olympic legacy, its operations and assets, and its increase invalue is particularly important, including the National Stadium ("Bird’s Nest"), the focus ofattention.National Stadium ("Bird’s Nest"), as a sign of China’s Olympic Games, represents thecountry’s image. For its operation and development, different communities have many opinions;some scholars have done some research on its financing models and its operation after the game.However, there were few studies of its operating conditions. In this study, with field research,expert interviews, questionnaires and other research methods, we have done in-depth analysis fromthe basic condition, business philosophy, management system, operation mechanism, effect interms of stadium "Bird’s Nest" operating conditions, Combined with the perceptions andexpectations of public and industry experts on the current operation of the "nest", we havesummarized five contradictions on its operation, and then reached to the resolution strategies fromthe perspective of strategies, tactics and operational, and made out policies with the actualoperating conditions, in order to provide some recommendations and practical reference to theoperation of public sports venues and related studies. Through the study, Specific conclusions areas follows:1. National Stadium is in good condition on overall operations. Mainly reflected in five areasof the philosophy and culture, management systems and institutions, mechanism and systemoperation, financial income and expenditure, social benefits.2. Outside certain the basic operating conditions of the national sports, but there are still gaps.3. There are five pairs of typical contradictions on the stadium’s operations: the country’simage and market-oriented mode of operation of choice conflicts, product innovation and creatingsecurity conflicts with the maintenance of stability, sports products and services and culturalproducts and services contradiction, venues and service providers is limited conflict with theincreased market demand, the chief departments’ own rights and the right of venue conflict.4. As for the contradictions and operation condition of the National Stadium, combined withexpert advice, we put forward that always insist on public welfare, active implementation ofdiversification; make full use of venues resources, improve operational efficiency; actively develop the market, expand marketing channels; strengthen cooperation with professional operators,improve the operational effectiveness and other measures in four areas. At the same time made themaintenance of stability within the tight loose policy; charity subsidies; energy costs, tax incentives;large-scale activities to simplify the approval policy; build talent introduction and training policies;with the services of good team at home and abroad as six incentives policy andrecommendations.
