As the foundation of basic education, the development of preschool education is widelyrespected in recent years. The government takes the main responsibility in the development ofpreschool education, which is always exploring the effective ways to realize the responsibility inthe development of preschool education. Preschool education voucher in Ningbo achieves goodresults by purchasing shared benefits preschool education services from private kindergarten.Based on this, this study hopes to found the preschool education voucher mode deeply throughanalyzing the preschool education policy in Ningbo. The main contents of this study are as follows:Chapter one is the introduction. This paper takes the methods of the government’sresponsibility to perform in preschool education as the logical starting point of the research,focuses on the research background, purpose and significance, the domestic and foreign relevantreference review, the core concept definition, research thought and methods.Chapter two expounds the theoretical basis of preschool education voucher. It starts from theanalysis of preschool education attribute, the three attributes are quasi-public product attributes,public welfare and shared benefits. These attributes make the government have to shoulder theresponsibility in supplying preschool education service. But how should the government performit’s responsibility in the development of preschool education? And which way is the most effective?These two questions will be answered then. The theory of governments purchasing services revealsthe government can achieve its responsibility of supplying preschool education by purchasing theeducation services providing by private kindergartens, and this is rather an effective way. Beforethe government purchases education services from private kindergarten, we must make sure thedefinition and quantified standard of shared benefits private kindergarten. To a certain extent, thisstudy is a kind of policy analysis. In order to go smoothly in the further analysis of preschooleducation voucher policy, here includes the general theory of the policy analysis.Chapter three is one of the key and difficult part in this study, it’s the empirical study part ofpreschool education voucher policy in Ningbo. This section innovates to use data envelopment analysis (DEA) method to evaluate and analyze the benefits of preschool education voucher,setup the input and output quantitative index system for preschool education voucher, use thequantitative indexes system to run DEA analysis. Though DEA analysis, reveal the cause and theimprovement of these ineffective DEA units. It uses questionnaire and interview to analysis forthe qualitative indexes.Based on the theoretical and empirical analysis in the above three chapters, this chapteranalyses the model of regional preschool education voucher in depth, it puts forward a completeframework of regional preschool education voucher mode. The mode includes the design ofpreschool education voucher, funds, operation process, supervision and evaluation.Research has no end, reflection brings breakthrough and progress. Chapter five rethinks thisresearch profoundly, points out the existing defects in the study, and finally look into the distanceto the further research.
