To promote the long-term development of China’s economy quickly, we must emphasis the development of education so that we can cultivate a lot of talents. As a part of elementary education, preschool education plays an increasingly important role in China’s educational system.Resource allocation of preschool education is an important aspect in studying the development of preschool education. The urban-rural gap in China is always huge, it’s very meaningful to study the preschool educational resource in rural areas. Shaanxi, as a big province in westen China, lives a large number of national minorities. Hui nationality occupies a high proportion in all China’s national minorities. Thus, it is valuable to study the development of preschool educational resource allocation in Shaanxi Hui Nationality Region.Based on educational fair theory, public product theory, preschool educational resource allocation theory and theories about the inheritance of ethniuc cultures, this study took human resource, material resources, financial resources and curriculum resources as indexes. Dimensions for human resouce are teachers, principal and child-care worker, the material resources are acreages of the average houses and yards, number of computers and books, the financial resources are preschool financial imout, the income of Conservation fees and the trainning expenses of wach children. By data analysis, the preshool educational resource allocation of three Hui Autonomous Towns in Shaanxi province was investigated. It turned out that there are some queations in the allocation of preschool educational resources in these regions. The questions are as follows. First, the class sizes of the kingdergarden are overwhelmingly large. Second, preschool teachers of preschool education major are insufficient. Third, trainning opportunities for preschoool teachers are rare. Fourth, activity space for children are small, and the facilities are short. Fifth, the difference of financial imput between Hui nationalities are significant. Sixth, teachers in kingdergardens of Hui region fail to pay enough attention to the culture of Hui nationality. Suggestion for these questions areas bellow. First, reinforce the coordinated development of the resional economy, improve the region’s economic level. Second, clarify government’s obligations, build a safeguard mechanism of stable and fair. Third, arise the enthusiasm of teachers, make good use of community resources, develop curriculum resources and teaching materials of theie own. Fourth, unite kingdergarden, family and community so that they can promote the development of local preschool education. I do hope suggestions above can make good reference for the resource allocation of shaanxi Hui nationality resgion.
