Education is a foundational project of cultivating talents for a country, and is also a significant public welfare undertaking involving thousands of peoples'livelihoods."To establish a state and control the people, to educate first ", education plays an extremely important role in promoting the developments of both people and society. Preschool education is the basis of elementary education and is the important component of the national education system. As the original basis of elementary education, preschool education bears a pivotal role in the foundation; meanwhile, its fairness of development greatly affects preschool education's overall situation and level.Currently, education fairness in preschool education is not optimistic, the problems of difficult admission and high expense are still very serious. For early childhood education fairness, the most urgent need to address is the problem of impartial distribution of education resources. How to achieve it and help all children have a kindergarten can be in, and have knowledge can be learnt? Most scholars quite favor American school voucher policy. The fundamental thought of American school voucher is to assist students to choose school and pursue the education fairness through providing school vouchers, raise competition among schools and ultimately achieve the goal of education quality's improvement. This paper, based on thinking of dilemma of preschool education's fairness, mainly generalizes useful experiences from practice of school vouchers in American childhood education, and provides them for introducing and developing childhood education voucher policy in our country.This paper mainly includes three parts. The first part focuses on the theoretical and practical significance of topic, compares domestic and international research literatures, and defines the basic concept and select research methods. The second part discusses the theoretical basis, background and practice of implementation of American school vouchers, taking the American school voucher as research object, realizes its development process since 20th 80s, and analyzes the questions and reasons of American school voucher policy's effect. The third part aims to summarize suitable principles and implementation suggestions of childhood school voucher policy, considering China's national conditions and domesticated characteristics, and to make preschool education develop faster and better.At last, this paper concludes that childhood education voucher can effectively promote preschool education fairness and efficiency to some extent, it is worth using and popularizing in China.
