As China’s innovation-oriented nation-building, research activities will be increased, there will be more large-scale scientific research institutions of higher learning, colleges and universities for scientific research management is a key element in school management, and scientific research level and extent of the management of funds directly restricts scientific research and management level. Therefore, a correct understanding of the importance of the financial management of university research, analytical research and financial management problems, and actively explore ways to strengthen the financial management of research and effective measures, and build a complete system of scientific research and fund management system to improve the efficient use of research funding into the financial management of colleges and universities are facing new problems and new challenges. Present state of research funding for colleges and universities the proportion of total revenue increased substantially, diversification of its sources of funding also show trends in research funding to improve the efficient use of university research under the new situation to ensure the smooth progress of the work carried out to produce better social, economic efficiency is very important.This paper is divided into five chapters:The first part is a general introduction. In recent years, with the government to enhance capability of independent innovation and building innovation-oriented country in the smooth implementation of major strategic decisions, colleges and universities undertake research projects and raising funds for scientific research are showing significant growth trends, research funding has become a major school funding one of the sources. Research funding management in the financial management of the status of colleges and universities have become increasingly prominent. The management of colleges and universities on scientific research activities include scientific research management and scientific research fund management, management is responsible for many research projects for scientific management. Treasury is responsible for the management of research funding. However, some colleges and universities due to inadequate attention to research and fund management, the lack of complete vertical and horizontal R & D funding for the internal management system, financial management and use of scientific research there are still some outstanding issues.
