Studies On Scientific Research Funds Management Of SiChuan University

The21st century is the era of knowledge economy. Technological innovation is not onlythe core competencies of international competition in this era, but also the power sourceprovided for the sustainable development of national socio-economic. Since the reform ofscience and technology system, China has increased the research funding, and the functionsof university have changed from a single personnel training into two basic functionsincluding teaching and research. As the important research institutions, the management ofresearch funding of colleges and universities not only has a direct impact on the researchcapacity and the overall strength, but also affects the speed of national science andtechnology progress.With the gradual increase in research input, colleges and universities, an important partof scientific research strength, take more and more research projects. While the sources ofresearch funding are diversification, as well as the growing amount of research funding. Sothe management of research funding in university management becomes more and morecomplex and important. However, many colleges and universities have not recognized theimportance of research funding management, lacked sound management system andperformance evaluation system in the process of using research funding, resulting inmisappropriation and waste of funds for scientific research, and seriously affecting theefficiency in the use of research funds. Therefore, universities should have a correctunderstanding of the importance of research funds management, strengthen the constructionof management system of research funding, and improve the efficiency of using researchfunding.Taking the usage of universities research funds in Sichuan as study object in the abovecontext, and based on a large number of research results at home and abroad, this paper,combined with relevant data, made a qualitative analysis and quantitative analysis of the usestatus of university research funds in Sichuan Province, comprehensively and profoundlysummarized the outstanding problems in the use and management of universities’ researchfunding. Meanwhile, the DEA model was used to evaluate the use efficiency of funds in theselected representative38universities in Sichuan. Finally, some suggestions were improvedin this paper:(1) strengthen and improve the construction of research funding managementsystem;(2) improve the management of research funding budget;(3)establish the research funding supervision system;(4) regulate the asset management to prevent the loss of researchassets;(5) strengthen the management of research funds surplus to eliminate the checkoutphenomenon;(6) perfect the performance evaluation mechanism of the management ofresearch funding;(7) improve the management of accountability of research funds.Thesesuggestions are put forward to solve the problems that exist in the management of researchfunding, reduce the occurrence of unreasonable phenomenon, reduce the research costs andimprove the efficiency, aiming at improving the research level of universities and alsoaccelerating the progress of scientific research institutions in China.
