Since 2000, under the influence of ideas in the EFA, UNESCO, UNICEF, UNHCR, the World Bank,other international organizations or NGOs are increasingly concerned about the various forms of crisis in the education system emergency mechanism for the construction and post-reconstruction, education, emergency gradually become one of the essential theme in the international educational research. The world since the end of the 20th century, the peaceful development of the theme of the world, but currently the world’s local armed conflicts continue to occur, special factors such as war, violence, armed conflict and natural disasters not only to make people’s lives, safety and basic human rights difficult to protect, but also difficult to sustain the normal teaching activities, and these have caused great damage on the education system. More severe, in practice, the foreign countries have accumulated a large number of emergency education experience and maturing in theory the other hand, China, Education Emergency basically a blank state, this paper capture an international perspective from the International summary of education emergency action experience, trying to find and attract suitable for China’s education emergency nutrients. This study consists of five parts: Introduction aims to analyze the education emergency research reason and to seek the breakthrough point of the study analyzed and reviewed the relevant literature, an overview of the ideas and methods of this thesis. The first part discusses in detail the education emergency global context, the crisis facing the education system into a global vision for perspective, aims to examine the environmental factors and social background, education emergency response and development, and strive to have a clear emergency education realistic background grasp. The second part illustrates the basic elements of educational emergency, including emergency education the main object, main features and functions.The third part is the education-a contingency policy planning, this part of the visits to international organizations, the INEE minimum standards, for example, discussed in detail the specific implementation plan for emergency education, designed to provide a theoretical analysis for the case of the later reference. The fourth part is the education emergency case analysis, case studies, select the educational emergency of the Democratic Republic of Congo as an example, the country’s education Emergency Situation and Measures to inspect and on this basis, the emergency status quo of the country’s education summary and reflection, highlighting its successful experience with the shortcomings. The fifth part is the construction of the emergency response mechanism of China’s education strategy, respectively, from the prevention stage, the response phase and recovery phase to build the strategy of education emergency response mechanism.
