One distinctive feature of the history of education is that it uses some certain frame structures when elaborating issues. One of the issues is how to make the improvement of the quality of teaching process conform to the time and the social demands. Developing methods to improve teaching effectiveness remains the current leitmotiv that keeps researchers in an atmosphere of perpetual research in educational science, digging everywhere to find out how to enhance the teaching process. Therefore the last two decades have witnessed the advent and the integration of ICT in education for the improvement of teaching effectiveness, which also combined needed knowledge-based teaching content as educational demands keep changing.However techniques must be increasingly improved to reflect and meet the law of supply and demand. The Society in21st century is completely ’Digital’ and requires every individual to master anew ability:digital literacy. In fact, to overcome the barriers, and to cross the education limits, educational science experts have integrated ICT in education systems. Given the advantages ICT bring, governments from all over the world are actively applying ICT in education. Despite the enthusiasm of educators to integrating ICT in education systems, several problems occur during the process. This paper aimed to investigate the main challenges encountered when integrating and applying ICT in General Secondary Schools in Republic of Congo. The findings indicate that teachers in Republic of Congo have a strong desire to integrate ICT in education, but they encounter a lot of obstacles.The major challenges were the lack of policy to support application of ICT in school, lack of materials, teachers’ lack of prerequisite ICT skills, lack of access to resources, and the lack of infrastructure. Given the fact that teachers’ confidence, competence, equipment availability and accessibility are the fundamental conditions for the successful integration of ICT in education, an overview has been done to shed light on whether institutions of human resources development for education are equipped or are not equipped with ICT and whether they have ICT related curriculum. In general, this paper provides information about the barriers which hinder integrating ICT in General Secondary Schools, and advices to the Ministry of primary and secondary education in charge of literacy for the integration of ICT in General Secondary Schools.
