At this stage, with the rapid development of the globalization of the economy and the internationalization of the education, it’s a trend to train citizens of the world horizon and build a harmonious civic life. After 30 years of reform and development, the social material and spiritual civilization in the urban and rural areas of China has been greatly improved. There are new requirements to them, because of the richness of social practice and the diversification of lifestyles of the farmers. On one hand, the farmers should increase participation in social, political, economic, cultural, legal activities and have equal social responsibility; on the other hand, when the farmers participating in social and life practice, they should continuously improve their cultural qualities, and develop their own personality. In the context of the CPC Central Committee proposing to build a harmonious society and build new rural construction, the quality of the citizens is an important factor of social development in rural areas. It is not just the personal development needs, but also the whole community needs to cultivate new famers’ civic awareness, improve their ability to solve problems, and to create their integrated personalities by the education of the civic life, so as to achieve the purpose of building harmony and happiness in the civic life.In this study, it’s an example of the civic life of the new farmers in Chongqing, The author conducts a deep understanding of the education of the civic life of the Chongqing farmers, starting from the background of the construction of new socialist countryside, on the basis of finishing a large number of domestic and foreign literature reference, through interview and questionnaire survey with the farmers and village cadres in the various districts and counties of Chongqing. After the analysis of the status of education of the civic life of famers in Chongqing and the western part of China, the author found some problems in the education of civic life. Through analysis and rethinking of these problems, the author proposes some measures about the education of civic life of the new famers in order to promote effective implementation of education of the civic life of the new famers in western region. The full text is divided into the following sections:Introduction:In the introduction of this article, it analyses the reason of choosing this topic and the theoretical and practical value of this topic. It also clearly defines the scope of this study and explains the main concepts, then arranges and analyses the related literature in domestic and foreign. Lastly it explains the ideas and the approach taken by in this study.The first chapter:the theoretical basis of this study. This chapter gives a systematic exposition as to the theoretical basis of this study.The second chapter:the connotation and content of education of the civic life in Western Region. In this section through the review of education of the civic life and combination with the specific situation of the Western Region, the author puts forward the new content of the civic life and education of the new famers in Western Region.The third chapter:the survey of the civic life and education of the new farmers in Western Region. At first, the author gives a review of the situation of the civic life and education in Western Region, then as the civic life and education of the new farmers in Chongqing for an example, by the way of questionnaires and interviews, after the analysis to the questionnaire data and the collation via Excel and the SPSS18.0 and the summary of the interviews, the author will give the readers a clear overview of the civic life and education of the famers in Chongqing.The forth chapter:the problems and its causes existed in the civic life and education of the new farmers in Western Region. On the basis of questionnaires and interviews, in this chapter the author will focus on the problems existed in the civic life and education of the new farmers in Western Region, and will give a systematic analysis related to the causes of these problems.The fifth chapter:the countermeasures about the civic life and education of the new farmers. This chapter put forward some countermeasures from multiple perspectives, such as the main body of implementation and management of the civic life and education, the choice of the educational content and methods, the financial security, the resource integration, the education mode, the evaluation mechanisms.Summary:summarize this article and put forward problems in the study.
