The layout adjustment to rural primary and secondary schools is an important policy in educational reform and development in China in recent years.In order to integrate educational resources,optimize the allocation of resources and promote the balance in the development of urban and rural education.Since 2001,under the impetus of the national policy,the country started a vigorous school layout adjustment,which not only has made great achievements,but also has exposed some problems to the implementation of the adjustment.After 2012,China promulgated the views of norms on the rural compulsory education school layout adjustment,which has proposed a new standard and request for implementing the school layout adjustment by the local government,in 2016 the General Secretary Xi Jinping presided over "a number of opinions" on the overall development of urban and rural compulsory education integration reform to construct reasonable planning of urban and rural compulsory educational school layout and promote the integration of urban and rural development of compulsory education in counties.Local school layout adjustment policy began to face the steering and adjusting.Under the background of it,this paper takes the school layout adjustment in M County of Hubei Province as a case to study.The writer combines with literature,interviews and other research methods,combines with the history of the county's adjustment of the layout in many years,analyzes the main problems of the county's schools layout adjustment,namely educational resource wasting,teachers allocation appearing the deviation between the school layout and urban backwardness,the unbalanced development of schools.After the analysis of the reasons for the problems,that is,the scientific policy formulation is not enough,the education authorities as a problem,has missed the critical opportunity period,the government departments with inadequate,lack of overall planning.On the basis of large amount of urban and rural teaching points,the writer proposed "one point" and "teng long huan niao" mode,put forward to strengthen the policy optimization in the research to improve scientific,strengthen the government leadership,department coordination,work together to promote the layout adjustment,strengthen the construction of countermeasures and suggestions to support facilities.
