Education is related to a country’s beneficial to the people’s livelihood, China as such an agriculturalcountry, which with a large population, education problem in rural areas in the country is playing a decisiverole. However, in recent years, with the continuous implementation of the family planning policy, the birthpopulation in rural areas has declined significantly. What’s more, with the rapid development ofurbanization, the primary and secondary schools students in rural area have reduced significantly.Reduction of rural area students has resulting in a waste of educational resources; therefore, the reasonablelayout adjustment is imminent. this work once issued, the local governments have accelerated the pace ofadjustment of the layout, many places have increased the adjusted efforts. Based on the above backgroundinformation, this essay will discuss the withdrawal point and the positive impact on rural primary andsecondary school students to bring specific, negative, causes and effects of the corresponding solutions.This thesis bases on primary and secondary school restructuring in rural areas, chooses the students’rights guarantee in the restructuring as the research objects, reveals the effects to the primary and secondaryschool students’ rights of this policy’s implementation, especially the negative effects, then find the reasonsand provide some strategic advices. Thus, this thesis firstly sorts out relevant policies of primary andsecondary school restructuring in rural areas and analyses the status of these policies’ implementation, thenfinds the problems, explores the reasons through the policies’ interpretation and data analysis, then finds thedirect or indirect interest conflicts between students and schools, local government departments.Through the above analysis, this paper argues that rural school restructuring measures, though thispolicy to some extent, promoted the rational allocation of educational resources, improve the quality ofprimary and secondary schools as part of education, to promote the balanced development of education inthe region, such as a series success, because some local governments do not properly understand the policy,the wrong layout adjustments to these areas of study and student life has brought serious negative impact,and therefore concluded that the policy should be carried out before any implementation of a large numberof field studies conducted to implement policies to local conditions, not suitable for some of the localpolicy regulations can not totally received adverse consequences arising from the implementation should be promptly trap. We have to strengthen the sense of responsibility of the government departments, to improvethe predictability of things to reduce the occurrence of errors consequences, especially for health educationto promote healthy development of education in rural areas.
