Knowledge City Under The Perspective Of Intellectual Capital Evaluation System Research

In the era of knowledge economy, the knowledge penetrates into all aspects of social production, and through it flowing, sharing and creating, it becomes a new form factor of production, that is urban knowledge capital. The urban knowledge capital replace land, capital and other traditional elements, it has already been the most important capital factor which leading the city development. As a generator for the operations of knowledge capital, city is gradually turning to the knowledge city by the driving of the knowledge capital. And the construction of the knowledge city in turn pushes the operation and accumulation of the knowledge capital. In a world, the knowledge capital and knowledge city promote each other and develop together.To operate the urban knowledge capital successfully in the construction of the knowledge city, it must set up a scientific, reasonable and operability evaluation system of urban knowledge capital. The construction of the evaluation system of city knowledge capital can let the city government and related departments have a clear idea of what kind of index should have and which measures should be prominent in the operation of the knowledge capital, so as to promote the development of the knowledge capital better. At the same time, the evaluation system of urban knowledge capital can measure and monitor the status in the process of construction of the knowledge capital, and discover the problems and predict the future development direction. Therefore, the construction of the evaluation system of urban knowledge capital has the important leading role for development of the knowledge capital, and it also relations the construction of the knowledge city. So, this paper takes to construct the evaluation system of the urban knowledge capital city for the target, it mainly divided into four parts.In the second part, the paper analyzed the structure factors of the knowledge capita, and it thought that the elements of the knowledge capital city were the urban human capital, urban instrumental capital, urban social capital and renewal and development capital.Then it expounded the relationship between the knowledge city and the urban knowledge capital, and considered that the coming of the knowledge economy was they common basis. The knowledge city and the urban knowledge capital were the two-way role in promoting, mutual promotion and common development.The third part was the key part of this paper. Firstly, it analyzed the design principle of the evaluation system of urban knowledge capital. Then, it selected the specific indicators for the evaluation system of urban knowledge capital, and it designed the general evaluation system of urban knowledge capital by target layer, criterion layer and index layer:the target layer included one class index, that was urban knowledge capital; the criterion layer was divided into four secondary indexes, respectively was urban human capital, urban tools capital, urban social capital and the ability of urban knowledge sustainable development capital; the index layer was a specific 20 indicators. Finally, based on the analytic hierarchy process (ahp) and entropy method to evaluate the combination empowerment, it formed the comprehensive evaluation system of urban knowledge capital.In the fourth part, this paper taken Shenzhen for the empirical research of the evaluation system. First, it introduced Shenzhen as the only knowledge city in China which got the recognized in international, and it described the present situation of the city construction and the development status of the knowledge capital; Then it selected 10 years of urban knowledge capital development data in Shenzhen of 2001-2010, and it concluded the development of urban knowledge capital in Shenzhen of the ten years; finally, it put forward the corresponding countermeasures and suggestions according to the specific conditions of the knowledge capital development in Shenzhen.
