With multi-polarization in the world and economy globalization, technologies advance rapidly and knowledge economy surging ahead so talent competition becomes the key to international competition and countries choose to increase their talent development. Sense of civic responsibility is the basic standard for personnel in the future society and its cultivation is the common view in the world education.Sense of civic responsibility in college students is a reasonable understanding and estimation of their own which is suitable to their role and meets the duty expected by the external social norm and which manifest in their emotion and behavior of the psychological quality. Cultivation of sense of civic responsibility in college students is the only way to improve their individual quality and achieve their all-round development and it is an effective exploration to innovate moral education in universities and promote the social value of higher education. It is also an important guarantee to build socialistic harmonious society and to realize the great rejuvenation of Chinese nation.This study investigated and analyzed the sense of civic responsibility in college students from four grades in arts, science and engineering. The findings show that parts of them have certain knowledge and understanding of their responsibilities as citizens. However, generally speaking, the level of their sense of civic responsibility is still in the other-disciplined stage.This study shows that the actuality of sense of civic responsibility in college students is affected by four factors of society, university, family and themselves. Social factors mostly consist of two aspects of world multi-polarization and society transformation; university factors mostly consist of school’s education and teachers’ words and deeds; family factors mostly consist of three aspects of family education concept and parenting style and Parents’words and deeds; the important internal factors of College students’sense of civic responsibility are college students’own psychological development level and self awareness level. Based on the above analysis, this study has made a relevant solving way. The family is first environment for cultivating college students’sense of civic responsibility, to change the family education concept, set up a new education concept of’train the child to be a qualified citizen’, rich family cultural life, creating a democratic, equal, respectful and harmonious family atmosphere, improve parents’ quality, set an example of responsible citizen to children; the school is the main position for cultivating college students’sense of civic responsibility, start from the education, play the basic role of the school’s civic responsibility education, start from optimization of campus’s environment, build good atmosphere to cultivate college students’sense of civic responsibility; society is an important way to cultivating college students’sense of civic responsibility, should build a Social public opinion environment like this:to be proud of responsibility and ashamed of irresponsibility, create a democratic, freedom, fairness and justice social system environment; college students should strengthen self-education to raise the level of sense of civic responsibilities.
