Compulsory education is the key part of the whole education system, related to the overall national quality, its quality even has become a decisive factor to enhance national competitiveness. However, the imbalanced development of compulsory education has become a serious barrier to deep development of compulsory education. And the teacher allocation imbalance is a key factor in restricting the balanced development of compulsory education. Beijing as capital represents the image of our country in all aspects. When education topic becomes a hot issue in the world, Beijing education development also cause for concern.By investigating the understanding, satisfaction and evaluation situation of compulsory education teacher system, this paper shows the operational status and effectiveness of teacher policy from the perspective of teachers, explores the compulsory education teacher balance problem from the perspective of system optimization.1. System and teachers balance concept defined and sort out relevant research and theoretical basis, to establish a foundation and framework for the entire study.2.Resolving the connotation of teacher policy, exploring the significance of teacher policy for balanced development and configuration of teachers: teacher appointment system for teachers upgrade; job classification system for professional status improvement; pay for performance system for a fair environment; teacher training system for accelerating professional development; teacher exchange system for balanced configuration promotion.3.Analyzing the basic conclusion of Beijing compulsory education teacher policy questionnaire, including the overall situation analysis, comparative analysis and problem analysis of teachers’understanding, satisfaction and evaluation situation of compulsory education teacher system, to put forward the recommendation of improving teacher policy of Beijing.4. Put forward the optimazion measures to promote balanced allocation system of compulsory education teachers in Beijing: proposes to design the compulsory education teacher policy scientificly and to enhance teacher participation; to establish the monitoring and guide mechanism; to optimize the institutional environment of teacher allocation; to establish the correct teacher balanced concept of area-based county balance.
