Equalization Of Public Services And The Compulsory Education Of Migrant Workers' Children

The basic aim of social development is to share all the resourses and benefit all the human beings.Thus,promoting and realizing the equalization of public services are to solve the livelihood of the people,resolve social conflicts,promote social harmony,and reflect social fairness.Among them,the equalization of education is the contents of the main basic public services provided by governments all over the world.Moreover,to achieve equalization of education without discrimination,is the human society pursuit;China will realize fair education as the basic premise of social justice.However,it is not the case.With the continuous deepening of reform and opening up and the development of economy and society,a large number of rural surplus labor migrate from rural to city,from less developed areas to developed areas and a large number of migrant workers move to cities to settle down.The following entry of their children who try to receive education in cities they settle down broke cities' relatively equal pattern of public education,the regional allocation of household population.Therefore,these children's receiving compulsory education problem is particularly prominent,and has become one of the focus of social fairness,justice,harmony,stability.Among obstacles to Migrant workers' children's compulsory education are inadequate development,and failure to share resources.Most scholars and experts owe these obstacles to the economic affordability of the local government,the household registration system and the college entrance examination system.This paper argues that the problem of migrant workers' children's compulsory education is the education fairness.Promoting the equalization of basic public education services is one of the most basic functions of the government.What's more,all levels of government(including local government)ought to serve as a core subject,bearing the main responsibility.Under the premise that these obstacles cannot be overcome overnight,the consciousness of the local government to fulfill the duty of equalizing education according to law is the key to solving the problem of these children's education.This paper starts from the research on the equalization of public services and the provision of basic public education services.Taking Fengxian District,one in Shanghai suburb with relatively weak economy,as an example,through field investigation,interviews and data sorting,dialysis Fengxian District migrant workers' children compulsory education situation,and,thus,summarize problems of government,schools and families.Moreover,the corresponding countermeasures and suggestions are put forward for reference to the local government in order that the compulsory education of these children can also maintain a "pure public goods" legal property.
