| In recent years, China has made a big progress in its economy, and the influence on othereconomic systems has been more and more obvious. China’s international influence has beenreflected in international affairs day by day. As the growth of economy, especially in theperiod of transition, some problems seem to arise. Because of the blind expansion ofenrollment of universities in the previous years, the number of college students showsgeometrical progression in growth. But along with the growth in quantity of students only, theschool’s software and hardware facilities, corresponding improvement and teachingenvironment have not been timely improved. At last, the extensive enrollment of schoolcauses a dramatically increase in the number of graduates. Because of the number of collegegraduates inflated and the graduates’ employment problem become extremely severe andobvious. Not only teaching students but also arrangement of graduates needs the governmentto intervene. According to statistics, the number of college graduates in2010was6times as itis in the beginning of this century. But college graduates of2011reached6.6million. Thenumber of graduates will reach7million during the "12th Five-Year" period. So, authorities atall levels pay high attention to the students’ venture as an important way to ease theemployment pressure. As a special group in the community, college students have a highprofessional quality, advantage of age and full of passion. But they also have manydisadvantages, fixed school thinking pattern, lack of social experience and so on. But there arestill many problems of university students’ venture at present. According to the incompletestatistics, the rate of success in students’ venture is only2%or3%in China and the others areall failed at last. There are many reasons leading to the failure. This paper mainly studies theresponsibility of the government. On the one hand, analyzing the problems of the governmentin students’ venture, on the other hand, find the way to solve these problems and the duty ofthe government based on the problems.This paper is divided to four parts to discuss.The first part is the introduction. This part mainly discusses the research background andthe significance, study the condition of our home and abroad, elaborate the responsibility ofthe government describe the university students’ innovative, concept definition and researchmethod.The second part is mainly on the design of questionnaire investigation and analysis. From college students’ entrepreneurial intention, students choose business reasons, collegestudents venture way choice, college students venture site selection, hinder students andcollege students entrepreneurship education and the proportion of national policy on thecurrent college students’ level of understanding of the visual analysis, and through the chartimage show. Through the analysis of these data has obtained the current college students’pioneering work performance and characteristics of the following three aspects. One is thestudents have the age advantage, full of youthful spirit of entrepreneurship, full of hope andvision, and an unyielding spirit, an entrepreneur must have the quality of those above.Secondly, although the students master much theoretical knowledge owing to the Universityof professional division, a lot of entrepreneurship students do not have the capitalmanagement and operation ability, lack of business operating experience, and their marketresearch is insufficient, they do not have proper marketing strategy, So it is difficult for thestudents to play role in enterprise or management. The third is lack of entrepreneurialatmosphere, and what is more serious is that many colleges and universities’ lack of detailedguidance and education of students.The third part is mainly from the angle of governmental responsibility to put forward theexisting problems university students’ innovative in the current. Firstly, the government on theentrepreneurship is lack of relative policies and system. Secondly, the government is lack ofenthusiasm and initiative in the students. Thirdly, the financing channel is not expedited.The fourth part is mainly on the entrepreneurship for college students and problems inthe corresponding countermeasures. First, perfect the policy supply and optimize legalenvironment. One is to improve the college students’ entrepreneurship policy, the other is tocreate good business environment of legal system. Second, building social atmosphere andproviding incentive mechanism. Create a favorable entrepreneurial social atmosphere activelyand to fully call on students’ enthusiasm. The third aspect of countermeasures is to strengthenand broaden the financing channels for business guide and perfecting university students’knowledge structure. On the other hand, strengthen pioneering base construction. Last but notleast, to widen pioneering financing channels.In the end, the paper concludes that the present college students’ entrepreneurship amonguniversity students is still in the minority, although there have been some people have theentrepreneurial intentions and plans. Because of there are many obstacles for students to gointo business or less. University Students’ innovative undertaking is a complicated system andprocess. It needs government, enterprise, individual colleges and universities and manydepartments and agencies to cooperate. Only by college students themselves and knowledge advantage is far from meeting business requirements. We must also pay attention to collegestudents’ entrepreneurship education and positive function of government in the universitystudents’ policy. At the same time, to do our best to support for students independent venture,make local supporting measures, and actively promote the colleges and universities,enterprises, individuals and society for students and spare no effort to provide them withpolicy and system to assure and give great hope to students’ venture. |
