Research On Sports Administration Reform Of The District-level In Shenyang

State Physical Culture and Sports Commission restructured into GeneralAdministration of Sport, this major change in sports administrative institution of theState Council has made requests to the sports administrative department of localgovernment. The district-level sports administration in Shenyang has taken place ahistoric change during the process of reform of government institutions, the SportsCommission and Bureau of Culture merged, established Culture and Sports Bureau.The district-level sports work is the foundation of our country sports work. With thenew round of institutional reform of local government in full swing, the district-levelsports administration how to locate and set relates to the development of grass-rootslevel of sports.By using the method of literature, interviews and logic analysis, combined withknowledge of sports science, sociology and related disciplines, choosing five districtsof Shenyang city, Heping District, Shenhe District, Huanggu District, Dadong Districtand Tiexi District as the research objects, through researching on the organization andfunction of the district-level sports administration in Shenyang in the process ofdevelopment, this paper trying to find out the problems in the background of thesocialist market economy system and governmental agencies which deeply reformed.Around separation of the mass sports function and the amateur training function,which are the two important functions of district-level sports administration, toprovide ideas for its future reform path. Through researching, the conclusions are asfollow:Shenyang district-level sports administration experienced from the DistrictSports Commission to the District Culture and Sports Bureau, from the independentdistrict-level government agencies to the District Culture and Sports Bureausubordinate functional department. At present, China’s socialist political andeconomic are all in the period of transformation, and the sports administration reformis a gradual process. In the process of reform, Shenyang district-level sportsadministration still has problems, such as lack of personnel and funds, amateurtraining in difficult work. Merged with the cultural sector leads to weakening of thesports function to some extent. This research suggests that the sports functionallocates to district office and the amateur training function allocates to educationdepartment in the district-level sports administration.
