The job assignment on graduation in Chinese universities has transited from designating system to double-optional system since the 90th of last century. The reform of this system is in agreement with internal requirements of socialist economic system evolution. The double-optional system that means to choose each other between students and employers has reduced controlling power from universities to students and changed the relationship between students and administrators of universities. The evolution inevitably leads to complete changes of educational objective, thinking, methodology and system per se. In this study, we endeavor to inquire into higher-education reform based on job assignment on graduation in Chinese universities.General speaking, all educations are depicted as practice of a certain philosophical thinking. Our previous educational disadvantages were lacking of humanity and self-competence, that is lose of individuality since it was believed a man as a mechanical component of society machine, which became a main issue of modern society. Educational theory in terms of humanism stemming from USA has been induced a wide range of attentions all around the world since the 70th of last century; and "the third force" represented by Abraham. H. Maslow attempted to explain a new significance of education-a man as essence. It proposes that human development should put on cultivation of human nature and evaluate if "a perfect man" is developed. Therefore it will have an initiative significance in understanding deeply and completely educational rule andobjectives. Planning approach was used from the founding of the People's Republic of China until the 90th in job assignment on graduation of Chinese universities, which, on one hand, played an active role during the special period owing to strong macroscopic regulation, simple management, cheap expenditures, grand system effectiveness and huge penetration ability. On the other hand, it followed the described order, is lacking of activity, low affectivity of personnel resources, inhibited communication between school and society, in particular, led to disappearance of students' predominant role in universities and deformed students into a tool or appendage since its essential aspect was to control students. Through complementing of reforming and opening police and the establishment of market economic system in China, it has gradually replaced by double-optional system in job assignment on graduation.It is believed in this paper that the double-optional system in job assignment on graduation firstly has capacities to promote the transformation of educational thinking, enhance connection between university and society, stimulate development of labor-force market, increase active movement of personnel resources and implement the marketilization of resource distribution. In addition the approach takes advantage of promoting evolution of government responsibility and spurring competitive ability among universities to ameliorate their education quality. However it costs a great deal to carry out if one takes under considerations of new-fledging market and shortage of information.Secondly, the double-optional system heavily influences student administration in universities including fundamental changes of administrational way of university, destruction absolute power to control students in universities, reduction of student dependence on university authority for their career development and wakening consciousness of students by themselves. In contrastit in some aspects conflicts with traditional education system and it might result in educational and social problems in deep levels.In this paper problems about student administration in Chinese universities at present were figured out also, which contain ambiguity of role and responsibility of student administrators, misunderstanding and unfair admiration from adults to students, lacking of professional supervision thinking and theory in student administration and existence of over-politicization, methodolog...
