The system is ultimate and basic for university teaching management. For the instructional administration institution of undergraduate education in China, we need to reinforce the research of the system and its reformation, which is very important to improve teaching quality. With the economical and concept circumstance changing and the mass higher education coming, the teaching system for undergraduate students should be reformed. It is not only a rough assignment of innovating higher education system but also a foundation work of reforming the undergraduate instruction to undertake studies in the instructional administration institution of undergraduate education.Started with the conception that an institution is the code to prescribe the field rank of university and school or department, to coordinate the administrators and by-administrators in administrational process, the author has made a systematical study of Chinese instructional administration institution of undergraduate education. Through multiple methods and approaches such as questionnaire, inquiry, documentary analysis, considering the theory and the practice, in the way of reconsidering and constructing, from the case study, we can see there are some malpractices in Chinese instructional administration institution of undergraduate education. Based on the imbalance between administrational right and academic right, Collegiate principal part is not conspicuous, restricting the dynamics of school and department, the role of administration is not clear, not carrying out its function in service for teaching. The thesis brings a lot of suggestion to reform the Chinese instructional administration institution of undergraduate education: to advocate Students-based notion and Teachers-based notion, to emphasize the dynamics of school and department, to call for teaching and learning freedom, to serve teaching and learning as instructional administration institution of undergraduate education's new ethic, to innovate a healthy development manner, and to create harmonious management circumstance.
