Since the adoption of reform and opening-up policy,China has shifted from thetraditional planned economy to the socialistic marketing economy.The staffing was nolonger planned distrubution but two-way choice. So the talents can go where they areneeded. With the development of the Employment service department and itsintermediary, challenges from taping and managing modern human resources, thetraditional personnel managing methods cannot adopt to the developing Chineseeconomy. As a new personnel managing method, personnel agency promotespersonnel flows, makes effective allocation of human resources, and enable thedevelopment of marketing economy. The under-employing college students are servedby personnel agency. Effective and reasonable personnel agency are good for itssystem's perfection and development in this country, and more favorable for thecollege students'reasonable allocation and career development.The thesis was researched by methods of literature consultation, comparisonanalysis, theories relating to practice and so on. It combined the personnel agencysystem with the under-employing college students'persone agency, promoting thedevelopment of the personnel agency system in the under-employing college students.The research will help to make the personnel agency system in China perfect anddevelop well. The first part gives a general statement about some theories ofpersonnel agency system in China. It explains the significance and the currentsituation of this system, offering both the theoretical and practical basis for the wholeresearch. Based on this, it analyzes the features, the significances and guidingthoughts of the under-employing college students'personnel agency system whendeveloping. And in this part there is also a tentative idea of the pattern which can becreated in the under-employing college students'personnel agency system. Secondly,the thesis points the current system has an unavoidable problem, analyzing thereasons behind it. At last, it gives some advices on solving the problems from thefollowing five aspects: government, personnel agency, jobs, colleges and individuals.
