Teacher Resource management is not only one of the basic management of schools, but also the fundamental work of school leaders. Teacher Human Resource Management will directly affect the success or failure of the school's overall performance and school quality, affects the survival of the school. Colleges and universities to introduce competition mechanism, to reform of personnel management system, fully activating the human factor, and gradually establishing a sound socialist market economy to adapt to the system of allocating human resources has become an important means to address the teacher shortage and to introduce human resources for a lot of colleges and universities. This paper is aiming at the personnel agency system of university and exploring the university's personnel management to resolve issues related to the ideal system. Binding characteristics of colleges and universities, this paper is studying J college on the basis of the theory of human resources outsourcing and staffing agency theory. It conducts systematic surveys to investigate the status of college personnel agency. It analyses university personnel agency problems and the root cause of the problems. The author attempts at proposing a pragmatic programs and countermeasures to optimize School Human Resources and wants to enhance the level of human resource management schools. The paper is studying teachers in public undergraduate colleges and universities. It describes the research background, Research problems and the significance of the problem and research. It demonstrates the necessity of implementing the personnel agency system and reviews previous research results. It analyses the necessity and feasibility of executing college personnel agent system from point of view of economic theory and management theory. The paper is studying J college and analyses university personnel agency problems and the root cause of the problems. The last part is studying the countermeasures of the university personnel system reform.
