Universities are regarded as major institutions to improve national quality and train professionals. Its personnel system reform has always been an important part of the reform in public-sector organizations. The implementation of personnel agency system is very important for the further strengthening the talent competition mechanism and abolishing the life tenure and ownership of the employer in colleges and universities However, personnel agency system also reveals growing number of problems during the implementation process, including unequal pay, personnel career burnout, inadequate social security and other issues affecting the implementation of personnel agent system.This paper studies on the existing personnel agent system implementation status in Fujian colleges and universities. Based on the existing research results, combined the specific situation of implementation personnel agent system in H University, using human capital theory and delegate agent theory, through literature check out method and questionnaire survey method, this paper analysis the problem of the practice in Fujian colleges and universities agent system, especially about personnel agent employee's feel, University human resources management and University labor relationship. Through our survey and verification, this paper think that although the colleges and universities have improvement on the "equal pay with equal work" aspects when implementing the personnel agent system, but there are still lots of serious problem. Such as personnel agent personnel career development channel is too narrow and labor relationship may be not illegal and interests maintenance of workers is too hard, and personnel agent personnel of social security is still to be perfect, and agent personnel on pay welfare treatment of not fair sense still more heavy. All of these problems need further inquiry root reason, and countermeasures should be proposed from personnel agent employee management angle.To solve the above problems, combined with the actual situation of implementation of personnel agency system in Fujian colleges and universities and the personnel system reform principle proposed by Ministry of human resources and social security, the following improvement measures about regulating the personnel agency labor relations, strengthening personnel agency staff performance incentive, training and career planning system building are proposed for the problems of personnel agency system implementation.First, in accordance with the requirements of the labor contract law, the personnel agency employee's contract should be regulated. The dispatch should be in line with the "three character" principle.Second, a uniform employee's rank management system is proposed in this paper to solve the problems of the personnel agency staff career development and other chronic illness in personnel management.Thirdly, it proposes to achieve equal pay for equal work based on the uniform employee's rank management system, preparing for the colleges' salary distribution system reform in the near future when the officially budgeted posts will be cancelled.Finally, it is recommended that personnel agent employees should be incorporated into the management of trade union in colleges and universities, to further enhance the protection of personnel agency workers'rights.
