In the1990s, due to the decreasing number of rural primary and secondarystudents, the deepening of rural tax reform, the accelerating of the urbanizationprogress, China began to implement a large-scale project of merging the rural schools.The purposes of merging rural schools are to allocate the educational resourcesreasonably and to facilitate the sound development of rural compulsory education. Butthe local government created many negative effects during the actual implementationand execution. The most important issue is departure from the culture of ruraleducation. This study tries to analyze rural culture issue from policy implementationin Changtu merging of the rural primary and secondary schools, and hoping to mergethe policy of rural primary and secondary schools provide some reference.This paperconsists of five parts:PartⅠ: this chapter describes the origins of research, the purpose of research,literature review, the significance and methodology of research.PartⅡ: this chapter describes the concept and theory on the removal and mergerin rural primary and secondary schools. First, the definition of basic concepts,including removal and merger in rural primary and secondary schools, culture, ruralculture and rural education; second, review the relevant theories, including culturalmedia theory and education function theory.PartⅢ: this chapter is analysis of the removal and merger of rural primary andsecondary school background. This part mainly introduced the China’s rural primaryand middle school background, implementation removal and merger, and elementaryand secondary schools in rural areas of the merging of Changtu. The basic situation ofthe research on current situation and culture.PartⅣ: This chapter is analysis of the cultural issues in rural merge about thereasons of the core of rural culture fade away. First, on the basis of analysis the ruralculture and rural schools in the country’s status and role of culture, proposed ruralschools rural culture ought positioning.Second, analysis of the caused the current lack of barriers to rural culture from the material and cultural, spiritual and cultural, andinstitutional culture.PartⅤ: This chapter isrural schools merge policy modification strategy incultural perspective. First, Widely publicized symbiotic relationship betweeneducation and culture; second, pay attention to the role of education and culture of thecore positions; Finally, pay attention to the role of education in schools.
