The process of American urbanization and industrialization, led to great changes of American education reform Rural economic recession widened the gap between urban and rural education, which caused the attention and support from the states. In order to improve the quality of rural education, the United States began merge, the states and regions also began to develop the rural primary and middle schools merger policy. Under the states government and education groups, the merger policy of rural middle and primary school had been constantly changing and perfecting. Throughout the history of the American rural primary and secondary schools merged policy change, during which merger policy adjustment had large changes. Because of the difficult circumstances of each region in American, it is complex in the aspect of the merger policies and implementation. This paper researches the policy and its effectiveness of American rural primary and middle schools consolidation, and points out its actual effect, and existing problems. The thinking of American rural primary and secondary schools merged policy has a certain policy enlightenment to promote the push of the merger policy in China and the balanced development of education.In the introduction part, the reason and significance of the study; in domestic and abroad literature review part, overview the merger of rural middle and primary school, the reason of small school merger policy and policy implementation process and so on. Then, define the relevant concepts. Finally, introduce the research methods.This paper is divided into four chapters in total:T he first chapter, introduces the development process of A merican rural primary and middle schools merger policy, then analyzes the background, one is social background of different periods, the second is theoretical background.The second chapter, describes the content of the merger policy of American rural primary and middle schools, mainly specific moves in different states and regions since the early2000s.Also describes a number of consolidation strategies to ensure progress of the consolidation.The third chapter, describes Effectiveness of American rural primary and middle schools, analyzes actual effects of the consolidation,discusses the effectives of merger policy, also finds some problems.The fourth chapter, is once again thinking of rural primary and middle schools consolidation policy, and in-depth study further. The thinking promotes the push of the merger policy in our country, and has the certain policy enlightenment to promote the balanced development of education.
