Over30years of reform and opening up, China’s higher education have developedrapidly. How to conduct effective security administration has also become the focus tothe government, society and educators.Over the years, government, competent department, operational guidancedepartments, universities have formed a series of laws and regulations, systems andresponse measures on how to conduct security administration in order to promotehealthy growth and to strengthen the security administration. Considerable progresshas been made in safety issues prevention, control, disposal in universities, but in theprocess of policy formulation and implementation, there are still many unsatisfactoryareas, and the difficulty of the security administration increases because of securityissues with the unpredictability, randomness characteristics such as sudden and severepublic security situation at home and abroad. Thus it needs a comprehensive securityadministration policy to address these issues.This paper attempts to analyze the policy shortcomings and needs of the universitysecurity administration combined with the status quo of Chinese universities securityadministration, learning from the advanced experience of American universities, inaccordance with the knowledge of disciplines as economics, sociology andmanagement science, literature, case analysis, theoretical analysis, comparativeanalysis and other research methods, and finally sum up the principle of the policy ofthe university security administration, values and overall design.This paper analyzes the missing and need of university security administrationpolicies on description and summary of the status quo.The paper proposes that policy should be guided by integrity, completeness,making timely and fully consideration to the main interests of all parties, inheritanceand the basic principles of openness, justice.Using comparative analysis and drawing on the university security administrationpolicy experience of American universities, the paper proposes that the basicframework of the university security administration policy-system has to include: thedevelopment of the University Security Act and related legal system, the introductionof the mechanism of the university police, improving the day-to-day securityadministration system, establishing an early warning system in crisis administration,practice-oriented exercises, and zero-tolerance system of criminal and the majorsecurity incidents.
