Research On Security Issues Of Social Opening Of University Gymnasiums And Stadiums In Fujian Province

With the "national fitness plan" put forward,more and more people choose to participate in physical exercise,the first thing to consider is to solve the venue problem.At present,Stadium in universities resources are relatively small,and the state will not build a large-scale stadium in the near future.The stadium is beginning to show its strength,and is the best choice in terms of both quantity and resource allocation.Then,the opening of the stadium was promoted.However,with the deepening of the process of stadium opening,the security problems are becoming more and more obvious.The security issues of the stadium in Fujian Province are summarized as follows:(1)the maintenance of facilities and facilities is not timely.(2)the venue is liable to cause safety accidents due to its insufficient management capacity in undertaking large-scale events such as competitions and literary and artistic evenings.(3)in the course of the operation of the venues,there are risks in the stadium of colleges and universities due to the factors such as funds and the ability of the operators and managers.(4)the management system is not perfect,there is no emergency handling mechanism,the definition of safety responsibility after accidents is not clear,and the insurance system is not perfect.The safety factors that influence the social opening of stadium in Fujian Province include: The lack of safety education,the improper operation of equipment,the unreasonable design of evacuation passage,the safety of school property,the lack of safety guidance,the imperfect management system,the insufficient organizing ability of managers,and the traffic jam.According to the problems found in the investigation,the following countermeasures are put forward and analyzed:(1)perfecting the safety risk management system of the venues,the safety risk management system is constructed from the aspects of risk prevention,risk analysis and response,Emergency Response Mechanism and ex post evaluation.(2)carry out safety education to raise the safety awareness of university administrators and exercisers.(3)improve the system and legal basis of responsibility division,from the operation of the venue,whether the university to fulfill the security obligations to classify the type of responsibility for safety.(4)to improve the sports insurance mechanism,increase the sports insurance categories,and strengthen the importance of sports insurance in colleges and the public.
