Disaster is extreme events that do great harm to human beings. In recent years, in all over the world, especially in our country, severe disaster occurred frequently, caused the uncounted loss. Therefore, how individuals, organizations, and communities and countries can better cope with disaster becomes a pressing issue. Resilience research focuses mainly on the adaptation of the individual and the community and other various systems in the face of disasters, also more and more gets the attention of scholars from emergency management, sociology, psychology, ecology, and so on.In this paper, an analysis framework of organizational resilience is established, mainly including the definition of organizational resilience, a conceptual model, and a quantitative model. First of all, on the analysis of previous studies, the general definition and the operational definition of organizational resilience are put forward, and the relation between resilience with vulnerability is discussed. Then a conceptual model is put forward. In the model, the resilience starting point, work process and the consequence of the resilience are analyzed in detail. Among this, four attributes of the organizational resilience are developed and the influence factors of the attributes are analyzed from organizational resources^organizational members and organizational environment three dimensions. Finally, a quantitative model is developed. In the model, the resilience is measured by the loss relative to normal state of the organization during organizational function disorder to normal again. The relative loss can be measured by the organization loss function, self-resilience function and external resilience function. The form of the three functions relates the attributes of the organization and the disasters.
