At present,"High school biology curriculum standards"(the following referred to as the "Standard")clearly pointed out that the basic idea of inquiry learning style in the round of China’s Elementary Education Curriculum reform. It pointed out that teachers should make students witness the process of thinking and exploring, comprehend the methods of science inquiring. The problem of how to make the inquiry teaching practical effective has become hot in the research about current high school education.The scholars around the world have made a lot of beneficial research on the professional development and teaching ability of teachers. However, the studies come from the angle of teachers’inquiry teaching abilities even from high school biology is seldom. Therefore, this paper mainly review the problems as follow in the perspective of the new-round Curriculum Reform:what kinds of teaching abilities does biology teachers need, the situation of the inquiry teaching ability of them, what kinds of elements affect the development of teaching, what kinds of practical paths can be used to develop the inquiry teaching ability by the teacher education institutions, school and teachers.Literature, surveys, personal interview, observation and data analysis were conducted maily to make research. The process is as follow:Firstly, the article has elaborated the main background of the study and the present situation and the achievement of the correlative study. Analysis the elements of the structure of inquiry teaching ability of high school biology teachers on the base of defining the concepts such as professional development of teachers, inquiry teaching, the ability needed for inquiry teaching.Then designing the questionnaire according to the ability of the scientific inquiry and implementing inquiry teaching as the object of study. Designing the questionnaire is on the basic of the thesis "Research of the Situation and Development on The Inquiry Teaching Ability of Science teachers in middle school" and "Research on The Inquiry Teaching Ability of Science Teacher in Middle School".Secondly, selecting biology teachers of high school in Wenzhou as survey objects. Induction the current situation of high school biology teachers’inquiry teaching ability by analysis the datas. By analysising the survey data, the answer of individual teacher interviews and the result of classroom observations, I found that biology teachers felt difficult more or less during the process of inquiry teaching. Guiding students to develop inquiry program and guiding students to the implementation of the inquiry program are the most difficult. Thirdly, proposing some effective suggestion on develop teachers’inquiry teaching ability according to the the effective elements and some education theories.
