Over the years, Shanxi, as a resource-based regional,has contributed a large number of energy to the country’s economic construction,but it has paid a high price at the same time,including the cost of the ecology, and even with their lives.By the effects of resource curse, law and economic reform and other factors, the development of Shanxi is facing a bottleneck and an enormous challenge.The substance of Shanxi transformation is to change the production mode from the consumption of material resources to make scientifical and technological progress, improve the quality of workers and innovative management methods,and then achieve the shift from black resources to green development, from the civilization by excavation to the civilization by making and "wisdom",which fundamentally depends on talent.On knowledge economy era,talent resources are the most critical resources among many factors that affect economic development, which determine the development and utilization of material resources;talent resources are the most dynamic elements to determine the breadth and depth of social production.The competitions among countries, regions, as well as enterprises, are ultimately the talent competitions.we can be on the forefront of social, urban, economic transformation and industrial restructuring only with a competitive talent advantage.Shanxi must break through the bottleneck of talent firstly to break that of the development.Only through promoting personnel transformation can the transformation of development be drove; only by realizing a leap of talent can the leaps and bounds of development be supported. Promote the transition and leapfrog development of Shanxi’s economic and social transformation by personnel’s transition and leapfrog development. This paper studies the Shanxi talent pool as the background of transition and leapfrog development of Shanxi Province.lt intergrates the development,training,stockpiling and use of talent resources into the talent reserve system.And it makes detailed discussion about how to build the talent pool system on the basis of comprehensive talent theory and developing theory.The main contents include:chapter1makes an introduction about the background, research status,meaning and methods of the study;chapter2is about the basis of theory, inculding talent resources theory,strategic human resource management theory and development theory; chapter3analyzes the current situation of Shanxi total human resources,personnel structure and talent pool,and points out the problems faced by the Shanxi talent pool;chapter4dose a correlation analysis between the transition and leapfrog development and human resources reserves of Shanxi. Relying on industrial and economic transformation, it studies the mutual promotion between them, and analyzes the correlation between economic development and human resources reserves; chapter5constructs the talent pool’s development system, the reserve system, employment system of Shanxi, based on the idea and principles of building it, then proposes specific recommendations for implementing measures; chapter6is about the conclusions and outlook. The main innovation of this paper is that it intergrates the development,training,stockpiling and use of talent resources into the talent reserve system and proposes specific recommendations to provide a firm personnel support for successfully complete the transformation and leapfrog development of Shanxi.
