Planning For Talent Development In Resource-Exhausted Cities In Transition

Resource-exhausted cities, is the product of resource-based urban development into recession, must appear in the development of resource-based cities, starting from the 1960s to the 1970s, many developed countries, a group of well-known resources exhausted cities have embarked on the restructuring and development of the road. Both the cosmopolitan city of trends of resource-exhausted cities in transition, is one of the challenges of urban development worldwide. Factors affecting resource-exhausted cities in transition for many reasons, such as the industrial structure, economic development policy, to find alternative industries, etc., but the most important factors influence which is human resources.In this paper, Wuhai City for the example, sided with the government to develop and implement the perspective of talent development planning,make human resource development planning and resource-based cities in transition theory as the theoretical basis, combined with the actual Wuhai, Wuhai City of urban transformation positioning, personnel needs and the development and implementation of talent development plan in-depth analysis, summed up in terms of Wuhai formulation and implementation of talent development plan of the problems, and this proposed change their ideas to raise awareness, to effectively guide and revitalize the stock, stability and other recommendations focus on five aspects of long-term talent development plan and sustainability, and optimize the talent development plan to achieve environmental and keeping talent development dynamics.
